Satellite-based CNS/ATM Systems

To comply with the ICAO Global Air Navigation Plan, CAD has formulated implementation plan and progressively put into operational use various satellite-based CNS/ATM systems and services. The Pre-Departure Clearance Two-way Datalink Service, Electronic Flight Strip System and Arrival Manager System have been in satisfactory operation for some years bringing operational benefits to aviation stakeholders and are integrated with the new ATMS. The latest development of the others is highlighted below:

(i) Aeronautical Telecommunication Network, Air Traffic Services Message Handling System and Air Traffic Services Inter-facility Data Communication

In accordance with the ICAO Asia-Pacific Regional Aeronautical Telecommunication Network and Air Traffic Services Message Handling System (AMHS) Implementation Plan, two pairs of AMHS connections (i.e. Hong Kong - Macao and Hong Kong - Bangkok) have been commissioned for operational use. Further tests and trials on another pair of AMHS connection (i.e. Hong Kong - Beijing) were being conducted and will be put into operational use after satisfactory completion of the tests/trials.

The Air Traffic Services Inter-facility Data Communication, being one of the functions integrated in the new ATMS, supports electronic transfer of aircraft with Sanya and Taipei to enhance flight safety and also operational efficiency through the Aeronautical Fixed Telecommunication Network. For other neighbouring ATC Centres, CAD has commenced the necessary coordination work with Guangzhou in 2017 to pave way for the electronic handover of overflying traffic between Hong Kong and Guangzhou in the second quarter of 2018. Further technical tests and trials with Manila are being coordinated.

(ii) Advanced Surface Movement Guidance and Control System

The Advanced Surface Movement Guidance and Control System (A-SMGCS) provides enhanced surveillance of aircraft and vehicle movements on the airfield, with availability of conflict and runway incursion alerting functions for added ATC safety and efficiency in the airport. To cope with the continuous increase of air traffic and on-going changes in the airport environment, CAD would engage the equipment supplier to enhance the signal coverage performance and safety alerts human machine interface (HMI) to cater for the forthcoming HKIA infrastructure development and busier airfield movements.

(iii) Automatic Dependent Surveillance-Broadcast System

During the year, the phased implementation of ADS-B system within the Hong Kong Flight Information Region progressed well and was fully integrated into the ATMS for the provision of safe and efficient ATC services. In accordance with the relevant ICAO's guidelines, CAD would continue monitoring the performance of on-board equipment to ensure the full compliance of requirements for the relevant data transmitted by aircraft.

(iv) Ground-Based Augmentation System

To augment the precision of aircraft approach and landing operations using the Global Navigation Satellite System (GNSS), arrangement was being made for a trial of GBAS to be conducted in HKIA in the second half of 2018, so as to enable CAD to optimise, based on the experience gained, the implementation plan in the upcoming deployment of GBAS in Hong Kong.

(v) Airport Collaborative Decision Making

CAD successfully launched the Airport Collaborative Decision Making (A-CDM) platform in both desktop and mobile versions on the Internet back in 2013 with very encouraging feedback and support from the aviation industry. Building on the sound implementation of CAD's A-CDM platform, the Airport Authority Hong Kong (AA) has further enhanced and extended the A-CDM programme. AA has launched an enhanced A-CDM platform for establishing data exchange schemes among aviation community in early 2018, leading to the full A-CDM operations at HKIA. CAD would continue to fully support and provide advice on technical and operation aspects for enhancing HKIA's overall operational efficiency. Furthermore, CAD and AA jointly hosted the ICAO A-CDM Seminar in conjunction with the Second Meeting of the Asia/Pacific A-CDM Task Force at CAD Headquarters on 29 November - 1 December 2017. There were some 140 participants from ten ICAO member states/administrations, five international organisations, as well as the local aviation community, actively sharing experience on A-CDM implementation and deliberating on A-CDM development roadmap in the Asia and Pacific region.

(vi) Digital Tower

CAD has all along been exploring various means and advanced technologies to ensure the provision of safe and efficient ATC services. Accordingly, this division is studying the feasibility of introducing Digital Tower in HKIA. Support from the relevant international experts has been sought to assist in the study and trial. The preparation work of a trial has been arranged and aimed to be concluded towards the end of 2018. Digital Tower will bring digitised video of airplanes and vehicles on runways and taxiways to the tower controllers to facilitate their provision of ATC services. The digitised video is fused with flight data and track, which greatly enhances the efficiency of ATC services.
