MAY

The Interim two-runway system (I-2RS) conversion training for all air traffic control (ATC) staff and familiarisation training at the new Interim ATC Tower were completed.

The Civil Aviation Department (CAD) issued the renewed Aerodrome Licence to the Airport Authority Hong Kong (AAHK) for the operation of the Hong Kong International Airport (HKIA) under the I-2RS comprising the Third Runway, i.e. the North Runway, the South Runway and the associated taxiways.

Legislative amendments on the expanded Airport Height Restriction requirements and associated regulation of marine traffic for safeguarding the future Three-runway System operations came into effect.

JUNE

The CAD collaborated with the AAHK, Hong Kong Observatory, Government Flying Service and airline operators in conducting drills and exercises for the I-2RS operations, including aircraft taxi drills, aircraft crash exercise on the North Runway, Interim Air Traffic Control Tower evacuation and North Tower Activation Drills.

1 JUNE

The Small Unmanned Aircraft Order (Cap. 448G) took effect. It was introduced as a forward-looking regulatory regime to seize the immense potential of small unmanned aircraft (SUA) application while safeguarding aviation and public safety. SUA operations, regardless of their purposes, are regulated under a risk-based approach and classified according to the weight of the SUA and the operational risk level. The Electronic Portal for Small Unmanned Aircraft (eSUA), a one-stop online platform that is also available as mobile app, has been launched for the convenience of the public to register their SUA or register as remote pilots, view the Drone Map for restricted flying zones in force and obtain other safety information.

The Director-General of Civil Aviation, Mr Victor Liu, chaired the International Civil Aviation Organization (ICAO) Regional Aviation Safety Group Asia and Pacific Regions at its 12th Meeting, which was attended by 162 participants from 18 States and Administrations and nine international organisations.

The North Runway was officially commissioned and the Centre Runway was closed for reconfiguration. The operations of the HKIA were officially transitioned to I-2RS.

The Director-General of Civil Aviation, Mr Victor Liu, virtually attended a ceremony to mark the completion of the C919 T5 Test for flight crew training cum the presentation of the Aircraft Evaluation Report hosted by the Civil Aviation Administration of China (CAAC) in Shanghai and delivered a speech in the ceremony.

The CAD representatives attended the 26th CAAC / United States Federal Aviation Administration Annual Flight Standards Joint Meeting and the 8th CAAC-Aviation Cooperation Programme Airline Operations Safety Symposium co-organised by the CAAC and the American Chamber of Commerce in Hangzhou, China.
