Application for Registration as Regulated Air Cargo Screening Facility (RACSF)

The Regulated Air Cargo Screening Facility (RACSF) Scheme is now open for application. Interested parties can now submit the RACSF application form which can be downloaded from the link below:

After completion please return the form together with all the required documents as required in the form to Airport Standards Division (Aviation Security Section), Civil Aviation Department either:

1. by post to Level 5, Office Building, Civil Aviation Department Headquarters, 1 Tung Fai Road, Hong Kong International Airport, Hong Kong SAR
2. by fax to 2362 4257, or
3. by e-mail to racsf@cad.gov.hk.

Site surveys and inspections to assess the proposed security arrangements will be conducted by the CAD. Request for additional documents and/or modifications of documents may be required. If the results of the survey(s)/inspections and document reviews are satisfactory, the applicant will be accepted to register and operate as RACSF.

It is not necessary for the applicant to submit the training certificates of the two Nominated Persons (NP) for cargo security, and the name of the Certification Body (CB) employed for the training and certification of security screeners, together with the application form.  The documents/ information can be submitted during or before the final pre-registration inspection to be conducted by CAD.

Duly completed the application form together with all the supporting documents will form the RACSF’s Security Programme. Upon successful registration, a RACSF shall continuously implement the practices and procedures set out in its Security Programme and the Handling Procedures for RACSF, which is available at the link below.
